Policy Statement (Pilot 2020) process

Thank you to everyone who submitted an idea or policy statement as part of our 2020 Policy Statement Pilot Process. The submission period is now closed for this year.

The comment period on draft Policy Statements is open to all current GPO members until September 12th. If you are a GPO member and would like to participate in the comment period, please email admin@gpo.ca.

After the comment period, the draft Policy Statements will be finalized. The Policy Statements that meet the requirements will move on to the ranking phase, where GPO members will have a chance to rank your top priorities.

The top 10 ranked Policy Statements will go to the Convention for consideration and voting by the membership.

Introduction to Policy Statement – Pilot 2020 process

In 2019, members voted to make the policy statement process even easier for you to get involved.

Please note that over 70 ideas have been submitted before we had to postpone our original 2020 Convention due to Covid 19. We thank everyone who has submitted and plans to submit an idea or policy. We appreciate your patience and understanding as we work through submissions within available time. 

Have an idea? Here’s what to do before August 19 at 5pm EST

Step 1: Submit your idea. This can be in the form of an initial idea or a more fully developed Policy Statement.

Deadline: August 19, 2020 5pm EST


Step 2: Your idea or Policy Statement will be reviewed by the Policy Committee. 

They will suggest one of three things:

  1. That, if you choose, you can turn your idea into a Policy Statement. In this case, the Committee will provide advice on how best to do this. 
  2. That the Committee will take on your Idea and turn it into a Policy Statement. Note that given the number of submissions to date, the Policy Committee will only have a limited number that they are able to take on.
  3. That your Policy Statement is ready for the next step.

Note: at any time the Committee may suggest edits to your Policy Statement for clarity and ease of understanding.

Deadline: The review period will be completed by August 26, 2020.


Step 3: Online comment period to receive feedback and find your sponsors.

Members will be encouraged to review draft Policy Statements in an online forum from September 2 – September 12. 

You can also take this time to identify the required sponsors. 

All Policy Statements must be authored by a member in good standing and be,

  • Sponsored by fifteen (15) members in good standing, as well as 
  • One (1) Policy Committee member, OR one (1) Shadow Cabinet member OR 5 additional members in good standing

The final Policy Statement resolution including sponsors must be submitted by 5pm September 16. 

Deadline: The review period runs from September 2- September 12, 2020.
The final submission deadline for your Policy Statement including all sponsors is 5pm EST on September 16, 2020.


Step 4: Policy Statement ranking. 

Between October 7 and November 4, GPO members in good standing will have a chance to rank draft Policy Statements to determine the order they will be considered at the Convention.

There is limited time for the consideration of resolutions at Convention, and resolutions will be considered in order of ranking.

So, to make sure that your Policy Statement is considered – encourage members that you know to participate in the ranking!

Deadline: November 4, 2020 at 5pm EST


Step 5: Consideration and voting of your Policy Statement at Convention.

If your Policy Statement is ranked in the top 10, it will be heard at the Convention.

As the resolution author, you will be asked to briefly introduce your Policy Statement. It will then be discussed and voted on. Read more about the debate and voting process at Convention.


Step 6: Pat yourself on the back!

If your Policy Statement passes at Convention – congratulations! It will now become a part of the GPO Policy Book and inform direction for our MPPs and candidates.

If your Policy Statement doesn’t pass at Convention, take heart. You’ve done a lot of work to get this far and you can either incorporate feedback you have heard and try again another year; or decide that you’ve added to the strength of the GPO by facilitating good discussion.

1.  How do I submit a Policy Statement?

The GPO has an established process where any current member can submit a Policy Statement or an idea.

You must submit your Policy Statement or an idea using our webform or by emailing policy@gpo.ca before 5PM EST on August 19.

We strongly suggest you use our webform to ensure your Policy Statement is submitted correctly. You may contact policy@gpo.ca if you have any further questions.


2. What is a Policy Statement?

“Policy Statement” is defined as a principle-based statement which does not contain any specific strategy or tactical statement, but provides direction to the Leader, Issue Advocates and Party Members of Provincial Parliament.


3.  What are the required components of a Policy Statement submission?

All required fields need to be populated using the webform on the GPO website. Members are strongly encouraged to connect with the Policy Committee prior to submission. If you require assistance, you can email policy@gpo.ca.


4. Do I need to gather sponsors and develop a Policy Statement myself?

You can seek help and feedback by contacting our Policy Committee. Or, the Committee will contact you if you submit your Idea or Policy Statement using the form.

The Committee is responsible for leading the review of policy resolutions prior to submission, and will provide, at the member’s request, reasonable support and guidance to facilitate a member completing a Policy Statement.

The Committee may also develop the Policy Statement ideas that best meet the current and emerging needs of the Party. 

1) The Committee’s resources include direct access to Shadow Cabinet and members who have expressed interest in reviewing policy. Members are encouraged to take advantage of these resources and increases the likelihood that your Policy Statement will receive enough sponsors and pass at the convention.


5. What are the deadlines?

Note you are not required to have sponsors by August 19 at 5pm, but you must submit your idea by this date.

Following a review and comment period, final resolutions that include required sponsors must be received by September 16 at 5 pm.

It is advised that you start the development process early to ensure that you have enough time to make revisions and gather sponsors.


6. Is my Policy Statement approved as long as I submit it?

Submission of your Idea or Policy Statement on time, with sufficient sponsors, and with the Committee’s approval, will ensure that the Policy Statement is on the ranking ballot that will go to all members.

The top 10 member ranked Policy Statements will be considered at the Convention.


7. How can I help ensure my policy is passed?

A policy resolution that is highly relevant, well researched, and consistent with our values, will likely receive enough sponsors and rank highly on the resolution ranked ballot. 

Sharing your policy among members in advance and attending the convention will also be helpful. 

The submitter, or a sponsor, should be prepared to answer questions about the resolution at the convention. A compelling introduction to the floor, and due diligence in advance of the convention, increase your chances of success considerably.


8. Why are you calling the process this year a Pilot?

In 2019, members voted to make significant changes to the policy development  process even easier for you to get involved.

As this is the first year running under a new process, we need to hear from you! What worked, what didn’t, what can be improved for next time?

The Policy Committee will submit a report with your feedback and other needed changes to the Provincial Executive post-convention. The Provincial Executive will incorporate these changes into the process for next year.

Major Changes vs Current Process:

Policy Statements replaces Policy- Change:

Members develop Policy Statements – this differs from previous policy development in that a Policy Statement “is defined as a principle-based statement which does not contain any specific strategy or tactical statement, but provides direction to the Leader, Issue Advocates and Party Members of Provincial Parliament.

Therefore policy statements will not be tied to detailed strategies, will have broader application,  and will not go out of date or limit application of future technology or development. We want to say WHAT we want as an outcome, not HOW we need to do it. The HOW is changing day to day and we want to be able to take advantage of the best solutions. This move to Policy Statements is part of the requirement of the new process as it was approved at the 2019 GPO AGM.

Policy Committee replaces Policy Coordinator – Change: 

In place of a Policy Coordinator, there will now be a 5-8 member Committee to assist members in developing policy statements – members will have support via feedback and direction and to facilitate the best use of time, feedback will be given at the beginning of the process. The goal is to reduces barriers for participation, and to support the Policy Coordinator.

Submission Deadline for DRAFT PSI’s NEW – August 19, 2020 5pm EST

All Policy Statement Idea’s are submitted in draft form using the simplified online submission form by August 19th. This differs from previous as ideas were submitted in finalized form. Drafts are submitted at an earlier deadline to allow time for committee feedback and for the member comment and sponsorship period.  Note that this submission deadline is for the draft Policy Statement Idea’s only. There will be time after this deadline to refine PSI’s and gain sponsors. 

Membership Comment and Sponsorship Interest Period NEW September 2-12, 2020

There will now be an online opportunity for members to read, consider and offer feedback on the policy idea draft submissions. This will help create inclusive, thoughtful and authoritative policy statements. 

Sponsorship Criterion – Change

Increased to 15 members plus 1 of SC, PDC or 5 additional members. This will help deliver policy statements that have increased membership backing and therefore more reflect the current needs of the membership. Provisions have been made to help members find sponsors through the online member comment/sponsorship portal. 

Policy Statements Finalized Deadline – September 16, 2020 at 5pm EST

Policy Statements must be in finalized form and satisfy sponsorship requirements. 

Online Policy Statement Ranking by Membership- NEW

All Finalized Policy statements will be sent out to membership prior to the AGM – members will have an opportunity to rank their top policy statements to be presented at AGM. Empowers members to rank their most important issues.  Also allows GPO members, (e.g. young greens) that can’t afford the time or money to attend the AGM to participate.

Maximum of One Policy Statement – Change:

One policy statement per member per year, increases opportunity for broad membership participation. 


  • 2020 is a Pilot 
  • Members will be solicited for feedback via online workshops prior to Convention
  • Process will be reviewed and improved where needed 
  • Policy Book updating and sunsetting will happen as usual
