Clancy and Fairclough joined by advocates in support of Bill 28

October 22, 2025

QUEEN'S PARK — MPPs Clancy and Fairclough were joined by stakeholders supporting their co-sponsored bill, the Homelessness Ends with Housing Act.

“The overwhelming support that the Homelessness Ends with Housing Act has received from advocates, stakeholders, experts and individuals with lived experience highlights the urgent need for a housing-first approach,” said Clancy

“Evidence-based, compassionate solutions are essential to effectively address Ontario’s growing homelessness crisis.”

“Homelessness is not just a housing issue — it’s a barometer of systemic gaps in health, mental-health, income support, housing and justice systems […] Bill 28 is our chance to turn that trajectory around — by investing in supportive housing, wrap-around care and dignity for every Ontarian,” said Jennifer Breaton, CEO of YWCA Kitchener Waterloo.

“At Thresholds Homes and Supports, we have seen the difference that safe and affordable housing makes in our clients’ lives each day,” said Eric Philip, CEO of Thresholds Homes and Supports. “With appropriate supports, they are able to set and work towards individual goals, including going back to school, working on their credit and spending more quality time with family.”

“At Waterloo Region Community Legal Services, we support clients living in encampments and I can say unequivocally that these clients want to be housed. In Canada there is a legislated right to housing and yet so many people in communities all across Ontario are experiencing homelessness—and the number will continue to grow if we don’t do something,” said Ashley Schuitema, a lawyer from Waterloo Region Community legal services.

“That is why it is easy to support the Homelessness Ends with Housing Act. Asking the provincial government to develop and implement a homelessness elimination strategy is a no brainer.”“We need to work together, across party lines, to bring solutions to the housing and homeless crisis. Stable housing helps people manage health issues, overcome addictions and find stable employment. We have the data and roadmaps. We just need the province to lead,” said MPP Fairclough.
