Ontario’s Water Is Not For Sale
White Wolf Property Management paid $61 million for a well site outside Guelph. It wants to renew its bottled water permits for that well and a second one in Erin for ten years.
White Wolf belongs to the family that owns Ice River Springs. Wellington Water Watchers is a local advocacy group. It estimates Ice River Springs would control about 85 per cent of Ontario’s water bottling permits. Erin and Guelph both drink groundwater.
The renewed permits would allow the two wells to draw about 2.1 million litres a day for ten years. Ontario charges bottlers $503.71 for every million litres. That is about a twentieth of a cent a litre.
The Ford government lifted Ontario’s bottling moratorium in 2021. In September 2025 it loosened the permit rules again. Public water keeps moving into private hands while the people who drink it watch from outside the room.
We are calling on the Ford government to:
- Reject both renewals. Refuse both permits and let them expire on 15 November 2026.
- Require consent, not notification. No bottling permit should be issued without the free, prior and informed consent of the First Nations whose treaty lands the water comes from.
- Phase out bottled water extraction. Set a date to end commercial water bottling permits in Ontario and stick to it.
