Ontario is in crisis
Nearly 85,000 people are experiencing homelessness—a number that has jumped 49.1% in just five years.
As the Ford government continues to push through legislation that criminalizes homelessness and penalizes vulnerable people, the problem is only going to get worse.
While Premier Ford doubles down on dismantling encampments and fining the people that live there, Ontario is building fewer homes than ever and shelters and social housing are full. Without a real solution in place, where are people supposed to go?



Addressing the root causes of homelessness
Research from the Association of Municipalities of Ontario makes it clear: the root causes of homelessness are chronic underinvestment in affordable housing and mental health and addictions care, and the skyrocketing cost of living coupled with limited municipal resources.
We know the solution to homelessness: housing. Safe, stable and affordable homes for everyone.
That’s why Ontario Greens Deputy Leader and MPP for Kitchener Centre Aislinn Clancy has introduced the Homelessness Ends with Housing Act, co-sponsored with MPP Lee Fairclough.
The Homelessness Ends with Housing Act takes a housing-first approach to ending homelessness that prioritizes helping people experiencing homelessness find independent and permanent housing.
This bill takes a new path — one rooted in evidence, compassion and practical solutions to end homelessness and improve the lives of tens of thousands across the province.
The Homelessness Ends with Housing Act
MPP Clancy’s bill would create a government of Ontario homelessness elimination strategy that aims to end homelessness by:
- Collecting meaningful data — understanding the health and urgent needs of those experiencing homelessness.
- Setting achievable targets to make housing more affordable and ensure the availability of deeply affordable rental units.
- Investing in more supportive housing with wrap-around services like healthcare and mental healthcare.
- Boosting funding for the Canada-Ontario Housing Benefit.
- Taking a housing-first approach to quickly move people into permanent homes without barriers.
