Carbon-cutting targets set deliberately low

Scottish Executive accused of fixing an unambitious target for cutting pollution so that it would be easy to meet.

The Green MSP Patrick Harvie said: “The Scottish Share has always looked like an accountant’s trick. It only measures the effect of positive policies and ignores negative policies like road-building and airport expansion. The previous Executive was always more concerned with image than action.”
